default_icon doesn't support jpg

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36

Steps to reproduce the problem:
1. Create a basic extension
2. Try to use a 73x73 JPEG for default_icon
3. Note instead puzzle piece is loaded
4. Open JPEG in editor, save as PNG
5. Update manifest to change "jpg" to "png"
6. Reload, note that PNG is displayed when JPG wasn't

What is the expected behavior?
Documentation says "Icons should generally be in PNG format, because PNG has the best support for transparency. They can, however, be in any format supported by WebKit, including BMP, GIF, ICO, and JPEG."

What went wrong?
I assumed JPEG would work. It didn't.

Tested the same on win10 chrome version 54.0.2840.99 - Observed that on adding the extension and clicking on it displays error message as shown in the screenshot

 jjdsampson@, Could you provide the sample extension with png image to test from our end.

#1, the repro doesn't include clicking the icon and it's irrelevant in the context. Your screenshot confirms the bug: the toolbar icon SHOULD BE SHOWN WHEN IT IS A JPEG file according to the documentation, but it's not, hence the bug report. There's no need to provide a PNG image "to test".
