Permission bubble ChromeVox highlight on Chrome OS is out of place.

Issue description

Version: 56.0.29050
OS: Chrome OS

What steps will reproduce the problem?
(1) Visit permission.site
(2) Click on "Notifications"

What is the expected result?
The permission bubble is highlighted using an orange border.

What happens instead?
The border appears in the top left of the screen.

It seems the border is anchored at [0, 0] instead of permission bubble's actual/final location.
