Permission bubble image should not have "image" accessibility label.

Sister bug to  Issue 660239 .

As with that one, Chrome OS already skips the image (Issue 663965).

I am unable to replicate seeing a permissions bubble that contains an image that should be skipped. I tested using https://permission.site.

I am resolving this bug. Please feel free to reopen if you have a specific example.
