Able to reproduce this issue on Windows 7, Mac 10.11.6 & Linux Ubuntu-14.04 with stable -54.0.2840.99 & Canary versions-56.0.2918.0.

This is non regression issue exists from M30 builds.

Hence marking it as 'Untriaged'.

The Webstore Distribution Overview page would be the best: https://developer.chrome.com/webstore

We could probably also remove the "store help" link. That links to the webstore help center which is purely consumer-facing now (it used to have some developer stuff, hence the inclusion of the link in this doc).
