Scroll jumps back to the top repeatedly when scrolled to see more devices from status tray

Issue description

Version: 8980.0.0 (Official Build) dev-channel veyron_minnie

What steps will reproduce the problem?

1. Click on the system tray menu.
2. Click on the Bluetooth sub-menu.
3. Scroll down the list of BT devices.

What is the expected result?

The scroll position should stay at the point the scroll stopped

What happens instead?

The scroll bar jumps back to the top

Please use labels and text to provide additional information.

This was working fine before the md-settings have been implemented.
