Corrupt force-installed extensions won't get reinstalled at startup

Issue description

For bug 447040 (https://codereview.chromium.org/2299203004), we made it so that if we detect corruption in a enterprise policy force-installed extension, we'd attempt to repair it by reinstalling from the webstore. However, if an extension in this state isn't repaired during that run of chrome, we won't ever try again to repair it on subsequent runs of chrome.

This was fixed by https://codereview.chromium.org/2495123003/ (not sure why commit-bot didn't post that to the bug).
