Virtual Keyboard doesn't show up by "On-screen keyboard" option |

Issue descriptionChrome Version : 56.0.2915.0 (Official Build) dev (64-bit) Platform : 8980.0.0 - glimmer What steps will reproduce the problem? (1) open Chrome browser and flip the device into tablet mode (2) touch on the omnibox (3) enable "On-screen keyboard" from the system tray (4) touch on the omnibox (5) check the "On-screen keyboard" from the system tray What is the expected result? On step#4, Virtual keyboard should appear On step#5, "On-screen keyboard" should be checked What happens instead? On step#4, nothing happens. No virtual keyboard appears On step#5, "On-screen keyboard" is unchecked. Please provide any additional information below. Attach a screenshot if possible. Works fine in 55.0.2883.42/ 8872.44.0 -Glimmer

Sorry, I don't quite understand what "enable On-screen keyboard from the system tray" means. When on-screen keyboard is enabled in settings, the keyboard icon appears on the system tray and the on-screen keyboard shows up on step#2. When it is disabled, the virtual keyboard shows up on step#2. songsuk@: Could you explain the repro steps in more detail?
