aura::WindowTreeClient shouldn't delete toplevel windows |

Issue descriptionIf a window is deleted from the server side aura::WindowTreeClient gets OnWindowDeleted(). WindowTreeClient::OnWindowDeleted deletes the window. For top-level windows the aura::Window is owned by the WindowTreeHost, so that deleting the Window out from under WindowTreeHost is going to cause all sorts of problems. Instead this needs to go through a delete function so that the delegate can delete the WindowTreeHost.
