What steps will reproduce the problem?
(1)  click Chrome menu=> Settings=> "language and input settings" to open "language and input"  
(2)  add a few languages and check the "Add language" dialog box (lang_setting.png)

or
(3)  press "Ctrl+Shift+I"  to open the Developer tools and check the Vertical scroll bar (devtool.png)


What is the expected result?
It should not have the overlapping issue.

What happens instead?
On step#2, behind scroll bar is visible on "Add language" (lang_setting.png).

On step#3, Highlight or strings are partially overlapping to vertical scroll bar (devtool.png).

Please provide any additional information below. Attach a screenshot if
possible.
