Add a link/title to the tree status to explain what it is? |

Issue descriptionRight now, certain polygerrit templates (?) have a tree status embedded into them (see attached image). An example is https://chromium-review.googlesource.com/#/c/399482/. A box with tree status can be confusing to newcomers, who may not know the chromium concept of the tree or what the automated messages mean. After https://codereview.chromium.org/2495493002/ was submitted, and with subsequent discussion on chromium-dev: https://groups.google.com/a/chromium.org/forum/#!topic/chromium-dev/P8vwF_Y19W8, a solution was suggested to have a link explaining what the tree status is and why the messages were there. My suggestion for polygerrit is to change the template to link to a chromium wiki or markdown page explaining what the statuses mean. I've attached a (terribly done) mockup.
