[toolchain-utils] Need to stop using deprecated chromegw to access builder logs

Issue description

The buildbot utility uses chromegw to get the builder logs for trybot and waterfall builds.  This is deprecated and will go away very soon.  The buildbot utility needs to be updated to use the new recommended method (milo) for accessing the build logs.
