Move ui/chromeos/accelerometer into chromeos/accelerometer

It only contains two utility functions and neither of those have UI dependencies.

This is just cleanup of ui/chromeos, there's no immediate need for it to move.

I can handle this if you guys don't object.

No objections. I had originally looked at moving those into chromoes/accelerometer, however there was a debate about chromeos/DEPS which blocks most of ui/. So we left it there at the time.

James, can we wait a day on this? I'll try to draft a first pass org doc
for //chromeos today.
