DevTools: Network Panel - Toggle for bypassing service worker state.

Issue description

The Application > Service Worker section contains a toggle to bypass the service worker for network requests. This state being active is not known when in the Network Panel.

If the page has a Service Worker we should have an icon that displays the state of that setting with the ability to toggle it as well. That way a developer doesn't need to switch contexts to know that information or toggle it for debugging purposes.
 
Just to expand a little...

The toggle should be disabled when no SW is present. With a title informing the user that no Service Worker is registered to the origin/scope.

When a SW is registered to the scope, it becomes enabled. Title would be something like "SW is handling network requests" when turned off. Then when enabled the title would say "SW is not handling network requests".

Something along those lines. So that it is clear when none is found what is needed for the toggle to enable. Then when enabled what state the setting is in.
