Pressing Volume Down when muting lowers volume to 0 but Volume Up unmutes system

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS armv7l 8743.83.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.93 Safari/537.36 Platform: 8743.83.0 (Official Build) stable-channel veyron_minnie Steps to reproduce the problem: I have an Asus Flip running the latest stable channel of Chrome OS. When you press the mute button, the system is muted as expected. If you then press Volume Up, the system is unmuted and the volume level is restored. However, while muted, if you press Volume Down, the volume level lowers all the way down to 0, essentially muting the system again. You then need to manually keep hitting Volume Up to unmute the system as opposed to just the unmute button. This behavior is inconsistent with other devices and OS's. To simulate: 1. Have the volume level in the middle. 2. Press Mute. 3. Press Volume Up - note the volume level is restored and the system is unmuted. 4. Press Mute and then Volume Down - note that the volume level drops all the way to 0. What is the expected behavior? While muted, I would expect both the Volume Up and Volume Down keys to do the same thing - unmute the system and then raise/lower the volume from the level it was before muting. What went wrong? The Volume Down button inconsistently lowers the volume all the way to 0 instead of starting to lower it from the previously set position. Did this work before?
