Regression : Flickering of contents is seen in 'Application' section of devtools.

Issue description

Version: 56.0.2916.0 bee9d25dd206a08d4b9b1bd86900cc354d8bb4e0-refs/heads/master@{#431463} (64-bit)
OS: Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools and open console drawer by pressing 'Esc' key.
2. Go to 'Applications' section and expand 'Top' and then 'Images' under 'Frames'
3. Now double click on any image file under 'Images' which will navigate to New tab and close the tab and observe devtools window

Actual: Flickering of contents is seen after closing the tab
Expected: Flickering of contents should not be seen after closing the tab

This is regression issue, broken in ‘M 54’ and will soon update other info :
Good build:54.0.2809.0  
Bad build: 54.0.2810.0 

Note : Issue is not seen on Windows and Linux OS.

Tested in reported chrome #54.0.2810.0(Bad Build) and not able to reproduce the issue.

I can't seem to reproduce this behavior on OS X 10.11.6 and the screencasts unfortunately don't capture any flickering. Are there any other necessary circumstances/settings that might be missing from the repro steps?

Rechecked the above issue on Mac Os (10.11.6) with latest canary chrome version : 57.0.2969.0 and the issue is still reproduced.Kindly refer the attached screencast for your reference.

Thank you for rechecking, but the attached screencast does not show the issue you've described, unless I'm misunderstanding what content is flickering (you're not referring to the tooltips, correct?). I cannot reproduce on the identified versions with the given the repro steps described/shown in the video alone. Are there any other system or Chrome settings you can think of that you have enabled that might be out of the ordinary?

Note : There are no other system or Chrome settings I think have enabled.It is also reproducible on fresh profile.Please press 'Esc' key to open console drawer and then try the mentioned steps.Observe the application window on left side of devtools.Flickering is observe after closing the newly open tab.

@mnikam sorry for the miscommunication I am able to reproduce the jitter of the console/devtools window shifting up and down now thank you!
Still able to reproduce the issue on Mac 10.12.2 using latest chrome version 57.0.2984.0
