Regression:Blue focus highlight is seen instead of grey in chrome://md-settings

OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
(1)Launch Chrome and navigate to chrome://settings/advanced
(2)Click on the drop down arrow of the Language section and Click on the iron icon of the first language .i.e English.
(3)Now click on iron icon of the second language and again click on iron icon of the first language.(Kindly refer the video)
(4)Observe.
  
Actual:Blue focus highlight is seen instead of grey.

Expected:Focus highlight color should be seen properly.

This is a Regression issue broken in M-56,will soon update other info.

Good build:56.0.2900.0
Bad build:56.0.2901.0

Issue is observed on MAC OS aswell, but no seen on Ubuntu 14.04.

The highlight should not be shown in the first place, because the checkbox should not be focused.
