I can repro on 55.0.2883.47 on Nexus 9/MOB30X, but not on 56.0.2916.0.  The only graphics-related change in the range is 2a4fc7ddcd6b0f9368d510f46882831d290fe9b7	"TransformTree::SetRootTransformsAndScales should set 'needs_update' on transform tree".

This patch is also present on 56.0.2916.0, despite the nonrepro -- I suspect the problem is that it relies on some assumptions not valid on 55 branch.

Issue 664405 has been merged into this issue.

Though I haven't repro-ed it yet, I think the problem is M55 still has surface_contents_scale(SCS) on transform tree (its not there on ToT) and with my patch we update it only if screen space transform(SST) changes.
SST's default value is identity transform and SCS's default would be Vector2dF(0,0). When SST is identity, we should change SCS to Vector2dF(1,1), otherwise everything will be scaled by 0 and that would explain blank pages.

OK, revert should be enough to mark this fixed (to unblock beta channel) and you can use  http://crbug.com/663068  for the reland.
