ZoomIn functionality doesn't work as expected

Issue description

Chrome Version       : 56.0.2906.0 (Official Build) dev (64-bit)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: NA
    Firefox: NA
         IE: NA

What steps will reproduce the problem?
(1) Goto any website and zoom in how much ever you want
(2) Close browser and reopen same website
(3) It will show magnifer in URL bar but zoom is reset to 100%. If you try to zoomIn now it will continue from previous zoomIn percentage and increase more zoom

What is the expected result?
ZoomIn / Out should work even after page or tab close as happens earlier version

What happens instead?
It resets to 100% and continue to show magnify icon in URL that page is zoomed

Please provide any additional information below. Attach a screenshot if
possible.

Unable to reproduce this issue, we tested this issue on windows 10 machine with chrome version canary 56.0.2906.0

Observed that zoom functionality is working as expected.
Please look into the attached screenshot and let us know your observations.

zoomNotWorking - See this file doesn't show entire HTML zoomed. it shows like 100% zoom rate

zoomAfterZoomInOut - This is after I zoom out or zoom in and same percentage shows HTML text size properly now

This is happening in multiple machines running in windows 8.1 and windows 7
