ChromeOS lockup when calling chrome.serial.connect

Issue description

Google Chrome OS
Version 54.0.2840.79
Platform 8743.76.0 (Official Build) stable-channel veryron_minnie
ARC Version 3388537
Firmware Google_Veyron_Minnie.6588.197.

What steps will reproduce the problem?
(1) Install BeagleTerm (https://chrome.google.com/webstore/detail/beagle-term/gkdofhllgfohlddimiiildbgoggdpoea?hl=en)
(2) connect your serial device thru usb adapter.
(3) select proper port and click connect.

What is the expected result?
- connected

What happens instead?
-ChromeOS lock up.

Please use labels and text to provide additional information.
- I did debugging, and I can see everything goes well before calling OnResponse() from ExtensionFunction::SendResponseImpl(). I think the message loop doesn't finish.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
- always

This issue happens only with ChromeOS (I can't reproduce with Chrome Windows|Mac|Linux).

@hashimoto, do you have any idea? I can see you recently have touched /device/serial.
@devlin, Do you think this is related your recent change(C++ binding)?
