position: sticky incorrectly offsets composited sticky elements by scroller border.

What steps will reproduce the problem?
(1) Visit http://jsbin.com/jorapep/edit?html,css,output

What is the expected result?
Expect sticky position object to be aligned with border.

What happens instead?
Instead, it is offset by double the thickness of the border.

The top and left margins appear.In theory, it should have a border.
