Handling time seems good, submission rate could fire for legitimate reasons (say, over a company holiday).

I'll try adding such an alert this week.

On second thought, this is probably a bad idea. We want alerts based on live operational problems, not slow-to-develop ones. We look at latency and throughput numbers in other forms regularly.
