cleanup: Get rid of NOTIFICATION_SCREEN_LOCK_STATE_CHANGED

Replace NOTIFICATION_SCREEN_LOCK_STATE_CHANGED with an observer of SessionState change on the new LOCKED state

This would benefit mash too since NotificationService is not going to work there.
