Have DCHECK disabled bot on the CQ

Currently there is no bot on the CQ which runs tests with DCHECK() disabled. This means that there can be tests which accidentally depend on DCHECK() (e.g. DCHECK(IntiailizeStuff())) which will succeed on the CQ even though they are broken. It would be nice to have at least one bot that would catch such issues.
