Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8743.76.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.79 Safari/537.36

Steps to reproduce the problem:
1. unblock it
2. admin
3. url blacklisted

What is the expected behavior?
make unblock every app 

What went wrong?
w

WebStore page: Visit chrome://policy to see the list of blacklisted URLs and other policies enforced by your system administrator.

Did this work before? No

Hi James - From reporter's email, I think he/she is a student with K12 edu account which has controlled access, do we have a team responsible to answer questions from edu accounts?

It sounds like your admin blocked a URL and you are not able to visit it.  If so, that is managed by your school administrator. If there is a different issue, feel free to follow up with more description of what you're seeing and a screenshot.
