NetworkProxy.ExcludeDomains is not cleared by policy

Issue description

Repro:
1. Configure a network with a manual proxy with excluded domains.
2. Apply a policy enforcing a specified (manual) proxy.

Observe:
In chrome://network the ProxySettings in UIData will contain the existing ExculdeDomains values, and the policy enforced Manual values.

I don't know whether or not the exclude domains are actually being applied.

In the old UI we do not show the excluded domains when the policy is enforced. I will do the same in the new UI, but we should follow up and:

* Fix the ONC values returned by networkingPrivate
* Ensure that the previously set ExcludeDomains are not being applied.
