Disabled Bluetooth not obvious on MD Status Tray

Project Member Reported by kathrelk...@chromium.org, Nov 10 2016

Issue description

Version: <Kenneth, what is the frequency?>
OS: <please tell me it's not XP>

What steps will reproduce the problem?
(1) Go to status tray and enable/disable Bluetooth

What happens instead?
Actual differences are the toggle moves and changes color, slight difference in text color, and the blue scanning bar stops moving. Expect more of a difference visually.

On the settings menu, the information about pairing/paired devices disappears. On the status tray, user can highlight and click on devices, though nothing happens.

Attached the screenshots to the see the difference between M-55 and M-56
