Sheriff-o-matic + findit integration for chromium.perf

Issue description

This has been suggested a lot offline, but I wanted to write it down because if I understand what FindIt does correctly, I think this could be a huge timesaver for perf bot sheriffs. We spend lots of time comparing logs for various failures to see if they have the same root cause. If FindIt could help here, it could save us a lot of time.

Findit is already integrated with Sheriff-o-matic. Sheriff-o-matic asks findit if it has any information for any failures that it sees, and it will add any information findit has to the data.

It looks like findit doesn't have any data for perf right now. stgao@, is that correct?

(Sorry for late reply, just saw this bug)

Findit hasn't supported telemetry-based tests yet. And I don't think we could get to this in the next few months.

We will re-evaluate after we are done with our current focus on enabling real Auto-Revert for compile failures and PreAutoRevert/AutoRevert for gtest failures on Chromium main waterfall.

Telemetry-based tests are not supported by Findit yet, but we will add that support in 2018.
