Sheriff-o-matic lists device as broken when all tests fail on device

Issue description

Right now on sheriff-o-matic I see:
device affinity 6 is broken on chromium.perf/Android One Perf (2), affecting 2 tests

But these two tests are actually failing, the device is fine. Since rnephew@ added purple color for device failures maybe we could take that into account?
