"Not secure" capitalization on Views

Issue description

Capitalization should follow platform conventions:

Windows, Chrome OS and Linux use sentence style capitalization for labels, so on these platforms it should be "Not secure"

(macOS uses title style capitalization, so should be "Not Secure")

[omnibox] Give Apple products different capitalization

Apple products capitalize every word. All the rest only capitalize
the first word. Handle this difference in Omnibox string.
