Regression: [Devtools]Unable to scroll the 'Main' of Timeline section using mouse wheel.

Chrome Version:56.0.2914.3 (Official Build)b57184fe310b2dd87729c8b08e3e30dde2394195-refs/branch-heads/2914@{#7}-32/64 bit
OS:Mac(10.11.6, 10.12.1), Windows (7,8,8.1,10), Linux (14.04 LTS)

Steps:
1. Launch Chrome and open dev-tools on NTP
2. Go to 'Timeline' section, reload the page and complete the recording
3. Hover the mouse on scroll bar seen 'Main' section, scroll using mouse wheel and observe.

Actual: Unable to scroll the 'Main' of Timeline section using mouse wheel.

Expected: Should be able to scroll 'Main' of Timeline section using mouse wheel.

This is a regression issue broken in M-56, will soon update the bisect info.

Good build: 56.0.2894.0

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2894.0 (Revision: 425838).
Bad build: 56.0.2895.0 (Revision: 426105).

You are probably looking for a change made after 425843 (known good), but no later than 425844 (first known bad).

Tested the same on win10 mac and Linux using chrome version 56.0.2922.0 - able to scroll 'Main' of Timeline section using mouse wheel.

Looks like we don't need a merge here. The commit in #3 initially landed in 56.0.2920.0, alph@ please confirm.

If there is no pending work please remove Merge-TBD label.

The branch is at 433059 which is after the commit 431979. So we don't need a merge.
