Issue descriptionChrome Version: 56.0.2914.3 (Official Build) b57184fe310b2dd87729c8b08e3e30dde2394195-refs/branch-heads/2914@{#7} 32/64-bit. OS:Mac(10.11.6, 10.12.1), Windows (7,8,8.1,10), Linux (14.04 LTS) What steps will reproduce the problem? (1)Launch chrome and click on avatar icon, click on "guest" (2)Navigate to chrome://md-settings/ click on 'search settings' and enter any letter for e.g. 'e' , observe search icon. (3)Clear letter and click on page and again click on search field, observe the search icon. Actual: Unnecessary reload icon is seen in 'search settings' field of guest user (i.e. after step 2 & 3) Expected: Reload icon should not be seen in 'search settings field of guest user. This is a regression issue broken in 'M54' and below is the manual regression range: Good Build: 54.0.2809.0 Bad Build: 54.0.2810.2

Using the per-revision bisect providing the bisect results, ood Build: 54.0.2809.0 (Revision:408012) Bad Build: 54.0.2810.2 (Revision:408294) You are probably looking for a change made after 408111 (known good), but no later than 408112 (first known bad).
