Regression: Flickering of 'Pause' button is seen on playing youtube video in device mode.

Issue description

Chrome Version:56.0.2914.3 (Official Build) b57184fe310b2dd87729c8b08e3e30dde2394195-refs/branch-heads/2914@{#7}-32/64 bit
OS: Windows (7.8.10)

URL: https://www.youtube.com/watch?v=6pxRHBw-k8M

Steps:
1. Launch Chrome and navigate to above URL, play the video.
2. Open dev-tools, click on 'Toggle device toolbar' icon and click on fullscreen icon of video.
3. Hove mouse on 'Pause' button and observe.

Actual: Flickering of 'Pause' button is seen.

Expected: Flickering of pause button should not be seen.

This is a regression issue broken in M-55, will soon update the bisect info 

Good build: 55.0.2845.0
Bad build: 55.0.2846.0

Note: Issue is not seen on Mac and Linux OS.

Able to reproduce the issue on windows-7, using chrome version 56.0.2914.3 and latest canary 56.0.2915.0

This is regression issue broken in M55.Please find the bisect information as below

Issue is still reproduced on Windows-10 using latest canary #56.0.2922.0.

Just to  update the latest behavior, Issue is still able to reproduce it on Windows 10 using chrome latest Beta #55.0.2883.59.

trchen@ Since this issue is marked as P1 for M55 and it will be pushed to stable soon, can we get any latest update on this issue?

I don't know the bug mechanism exactly, but the flickering coincides with frame swapping, and no longer reproduces with layer borders on, strongly suggests that it has something to do with surface damage tracking. Reassign to cc folks for further investigation.

This doesn't repro on Linux and Mac. I don't have a Windows machine around. can investigate this once I am back in Mountain View, will leave it available if someone else wants to look at this before that.

This is also caused by using the single-quad render pass optimization when the quad rect is different from the render pass' output rect.
