Non-Regression: Not able to click and drag the brightness slider bubble till zero in Uber tray

Issue description

Version: 56.0.2910.0/8970.0.0 dev channel Candy, Cyan, Daisy, Peppy, jerry
OS: Chrome

What steps will reproduce the problem?
(1)Browse as Guest or Sign in to User>> go to Uber tray>> Try to adjust the brightness to zero by click and dragging the slider bubble>> and observe

Expected: Should be able to drag the slider bubble till zero as able to do the same thing using keyboard brightness up and down buttons
Actual: Instead not able to drag the slider bubble till zero

Raising this as Non-Regression issue as it's a new UI material design introduced in M56:

This sounds like a bug.
Status: WontFix (was: Assigned)
This is working as intended and has been this way since M-37 (see  issue 370181 ). When using touch/mouse as input on the brightness slider we never allow the brightness to go to zero since this operation is not reversible when using touch/mouse (the slider is not visible). With accelerator keys it is OK for the brightness to go to zero since the operation is easily reversible with the brightness-up key.
