Regression: Slider bubble is seen improper on clicking volume icon

What steps will reproduce the problem?
(1) Browse as Guest or Sign in to User>> go to Uber tray>> Click on mute icon>> and observe

Expected: Slider bubble should be seen remains same on muting (Please find the screenshot)
Actual: Instead slider bubble is improper (Please find the screenshot)

This is a Regression issue as proper slider bubble is seen on muting in M54: 54.0.2840.93/8743.83.0 Stable channel Peppy

Note: Slider bubble is seen proper on trying to decreasing and increasing vloume via click and dagging

Status: WontFix (was: Assigned)
The bubble is supposed to turn gray/white as seen in the "Actual" screenshot when the volume is muted. If there's something I'm missing, please let me know!
