Issue descriptionChrome Version : 56.0.2914.3 (Official Build) b57184fe310b2dd87729c8b08e3e30dde2394195-refs/branch-heads/2914@{#7} 32/64-bit OS : Mac(10.11.6, 10.12.1), Windows (7,8,8.1,10), Linux (14.04 LTS) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings page. 2. Click on ‘Main menu’ and navigate to ‘Printing’ section under ‘Advanced’. 3. Again click on ‘Main menu’ and navigate to ‘On start-up’ section. 4. Now click on back navigation button, observe page and omnibox URL. Actual : Browser does not navigated to page according omnibox URL. Expected : Browser should navigate to page according omnibox URL. This is a regression issue broken in ‘M-55’, below is the Manual Regression range and will soon update bisect info. Good Build: 55.0.2847.0 Bad Build: 55.0.2848.0

Adding as a P3 dev blocker because of this repro case that many users may encounter: 1. Go to chrome://md-settings 2. Open left menu and click on any section. 3. Observe that the main page scrolls to that section. 4. Click Back. 5. Observe that nothing happens.
