Regression:Horizontal scroll bar does not work on clicking arrow button at L.H.S in chrome://md-settings

Issue description

Version: 56.0.2914.0 a081fcfbc7471a6681142d49491b82f7b8402851-refs/heads/master@{#430837} (64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/
(2)Click on 'Advanced' and scroll down the page and open Devtools window(Press F12)
(3)Resize to L.H.S and click on arrow button of the horizontal scroll bar.
(4)Now click on arrow button at L.H.S and observe.(Kindly refer the video)

Actual:Horizontal scroll bar does not work on clicking arrow button at L.H.S.

Expected:Horizontal scroll bar should work on clicking arrow button at L.H.S.

This is a Regression issue broken in M-53,below is the Narrow bisect info:

Still able to reproduce the issue on Ubuntu 14.04 and Win 10.0 using latest chrome version 57.0.2926.0.

I can reproduce it. I'm not sure what is causing it, but it occurred to me
that the JS/HTML/CSS should not be *able* to make this break. The scroll block
(aka "slider" or "thumb" of the scrollbar) does work. It's just the left arrow
on the scrollbar that doesn't work.

I think it's possible that some change in the JS/HTML/CSS is causing this bug
to show up, yet the actual bug, imo, would be elsewhere. 

Let's try sending this to someone who knows the scrollbar, window-handling code
better and see what they say.

Unable to reproduce the issue on win10 chrome version 57.0.2970.0 - Horizontal scroll bar works on clicking arrow button at L.H.S.
