Opened tabs duplications after restart chrome

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.98 Safari/537.36

Steps to reproduce the problem:
I don't have any right reproduction, it causes occasionally
1. Chrome signed with google account, with some extensions
2. work as usual with some tabs opened
3. restart chrome, with reboot of OS, or after update chrome.

What is the expected behavior?
Even it restarts, by some reasons, it should open the same count of tabs as before.

What went wrong?
After restart one of the previously opened tabs could be opened with 20 more tabs as a duplicate. Tab which is duplicated usually was not active before restart.

Did this work before? N/A 

Chrome version: 54.0.2840.98  Channel: stable
OS Version: OS X 10.12.2
Flash Version: Shockwave Flash 23.0 r0

What I can collect to help understand whats going wrong.

Unable to reproduce the issue  on windows-7, Mac-10.11.6 and linux ubuntu 14.04 with using chrome stable version 54.0.2840.99 and latest canary 56.0.2915.0 with below steps
1.opened chrome and signed with google account,with some extensions.
2.Opened some tabs
3.Restarted the chrome
Observed that all the previous tabs opened after restart and not observed any duplicate tabs.
Could you please let us know if anything missed here to reproduce the issue.

Just to be clear, this is with "Continue where you left off" selected in startup settings?

Honestly, I have some different variants, to get duplicates of tabs.
I'm working in Chrome as usual, as a web developer. I may have opened more than 30 tabs. Sometimes something got wrong, and Chrome looks like restarts, even if it was opened in fullscreen mode, it still in this mode, but all tabs reloaded, just like after start with all of this sessions. But I have much more tabs, which had before, complete start may take minutes. After all some duplicate tabs may disappear.
Another situation, simple restart with OS, or just a Chrome after update. After this I usually have one of my tab duplicated 20 more times. And I have identical tabs. Sometime time it happens for pinned tab, another time for any other tab.
So, I think, my first issue looks similar to your suggested issue.

If you can help us determine some reproducible steps, we can look into the problem. 

Question one: Can you reproduce this with a clean profile? e.g. launch Chrome with 
"""
/Applications/Google\ Chrome.app/Contents/MacOS/Google\ Chrome --user-data-dir=/tmp/test13
"""

Question two: Can you reproduce this if you disable all your extensions?

Status: WontFix (was: Unconfirmed)
I feel like I've seen this bug reported before, and that it was fixed. Unfortunately I can't find the bug report. Please update to M55 and reopen if the problem is still occurring.

I forgot to write, just a few days ago, it was fixed somehow. And it works just perfect now.
