Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.87 Safari/537.36

Steps to reproduce the problem:

i access the website several times a month,they just updated their website and i can not access.i did my time update etc.
 
tried several web browser,chrome canary,firefox,explorer,edge

Would you be willing to take a net-internals dump while reproducing this problem and attach it to this bug?

i resolved the issue by going to network adapters and right click on ethernet and view properties,select authentication see that enable IEEE 802.1x autherntication is checked,choose network authentication: microsoft protected Ep(peap) CLICK ON SETTINGS.
MAKE SURE CEHCK ON BOTH VERIFY SERVERS AND CONNECT TO THESE SERVERS BUT LEAVE BLANK CHOSE TRUSTED ROOT CERTIFICATION THAT IS WHERE THE ERROR IS NONE ARE CHECKED SO 
 I USED VERISIGN TRUST NETWORK. THAT IS THE MOSTLY USED 
HOPE THIS HELPS.
