Regression: Double focus highlight is seen for radio button option of chrome://md-settings/languages.

Chrome Version: 56.0.2915.0 Revision 7e98c2b4a1ec78272cb23b318b069bfe6a66871d-refs/heads/master@{#431137} 
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://md-settings and go to 'Language' section. 
(2) Click on iron icon of any language and observe.

Actual: Double focus highlight is seen for radio button option.

Expected: Focus highlight should seen properly.

This is a regression issue, broken in 'M-56', will soon update the other info:

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2914.0 (Revision: 430837).
Bad build: 56.0.2915.0 (Revision: 431137).

You are probably looking for a change made after 431076 (known good), but no later than 431077 (first known bad).
