After crash the browser opens with a "Restore" button on the infobar. User can restore the session by clicking this button. If user doesn't want to restore he can dismiss the bubble. If the user opens a new tab leaving the tab with infobar as it is also, the info bar remains in that particular tab. Could you please provide the steps you followed to repro the issue.
