accidentally open tab cause losing previous session restore popup window.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2906.0 Safari/537.36

accidentally open tab cause losing previous session restore popup window.

Chrome version: 56.0.2906.0  Channel: dev
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

It is very disappointing
 
Expected Result: You can always restore your previous session after a crash. Even if the user accidentally opened a new tab.

After crash the browser opens with a "Restore" button on the infobar. User can restore the session by clicking this button. If user doesn't want to restore he can dismiss the bubble.

If the user opens a new tab leaving the tab with infobar as it is also, the info bar remains in that particular tab.

Could you please provide the steps you followed to repro the issue.
