Issue descriptionChrome Version:56.0.2914.1 (Official Build) 053f6e8e059ceba139a584c213c6cbd046839b8f-refs/branch-heads/2914@{#2} OS: Windows(7,8,10) What steps will reproduce the problem? 1. Launch chrome and navigate to https://ride.uber.com/en_US/video 2. Observe the page. Actual: Weird flickering is observed on playing video. Expected: Flickering should not be seen. This is regression issue , broken in 'M 55' and below manual bisect info: Good build:55.0.2871.0 Bad build:55.0.2873.0

My change is very not likely causing this. There is no overflow scrolling content on the page. As far as I can tell, the page is animating a background image position-y from 0 to 180000px with repeat-y. The artifacts appear after the animation has been running a while, suggesting that we are running into trouble tiling the background image with large offsets. I'm surprised that it's Windows only, but maybe that's because it's a GPU issue and we're hitting Direct-X limits. It's also not 100% reproducible. This is not a P1 bug.
