Have more retries on SSHConnectionError

Looks like veyron_mighty-paladin failed on provision_AutoUpdate.double because of SSHConnectionError. From the log, there's only one retry. The network can be flaky. Can we raise retry times (for example to 10) and add sleep/backoff_factor between retries.

The current retry limit for cros_update is 2. Due to the log in https://pantheon.corp.google.com/storage/browser/chromeos-autotest-results/84901018-chromeos-test/chromeos4-row6-rack11-host2/debug, the DUT chromeos4-row6-rack11-host2 lose connection during the first round of provisioning, and failed the second one for the same reason (totally get offline, unpingable).

In this case, retry auto_update won't help. Repair should be introduced to save offline DUT. So mark wontfix for now.
