High CPU time in PictureLayer::PushPropertiesTo

Issue description

Version: 56.0.2906.0
OS: Linux

I'm getting surprising traces on MotionMark leaves test.  http://browserbench.org/MotionMark/developer.html

* With fixed complexity at 100, PictureLayer::PushPropertiesTo is 2~5ms each.
* With fixed complexity at 200, PictureLayer::PushPropertiesTo is 0.03ms each.

This might be related to complexity of the InvalidationRegion.

For <=256 we keep individual invalidation rectangles.
For >256 invalidations we squash all invalidations into one bounding rectangle.
