[Windows][Host] Failure to connect with 0x0 desktop size (result is a whitescreen on the client)

Issue description

Reported by one user, this is a failure to connect when using curtain mode.   It was observed on M52 and M55 on Windows 10 with a high resolution monitor.

One other interesting note was that when physically restarting the machine, the monitor would need to be unplugged and replugged for the display to turn on.

One addition is that the user has a Chromebook which connects reliably, it is only the Windows client on their latptop using the webapp which fails (the client machine also has a high resolution display (X1 carbon)).

We have not received additional reports of this and the original bug reporter is not able to reproduce the problem.
