[Offline Pages] RequestCoordinator no longer clears is_busy state when watchdog timeout occurs

This is a regression with change to how REQUEST_COORDINATOR_TIMED_OUT
is handled in StopPrerendering() as it now can return to the middle
of the method without handling the active_request logic.

Hmm, landed fix in cl 2493683002 that was linked to this bug but don't see the entry for it landing here.
