Steps to reproduce the problem:
1. Type in chrome://gpu
2. Click on the 616318 issue, regarging slow VPx decoding. 

What is the expected behavior?
A crbug with full description about the issue on the link: https://bugs.chromium.org/p/chromium/issues/detail?id=616318

What went wrong?
Instead, we recieve a "User is not allowed to view the issue", which is not very nice on a open-source project and leaves people wondering what is the problem, when or if it will be fixed.
