I need Firefox like color picker overlay in chrome dev tools. UX of colour picker is problematic in small height

Issue descriptionIn Chrome Dev tools Color picker in Styles panel gets cropped when the height of dev tools iframe in small. This is problematic for developer with small size laptop (13-inch MacBook) Firefox handles this situation very nicely. I wish if chrome can also have Color picker as an overlay of dev tools window.

Thank you for the report. The color picker is currently implemented in the DevTools frontend, so it is bound by the viewport. Everything in DevTools aside from native OS-level context menus behave this way, unfortunately. It looks like the worst case is the one where we Dock to Bottom and we cannot even see the slider / color spectrum, as shown in your screenshot. We could at least do something better in this case to position the popover so that the slider and RGBA inputs are always visible.

I noticed that dgozman@ landed a change that lets the color picker scroll vertically when there is not enough height (https://codereview.chromium.org/2712063002) so you can still use the entire picker. Does that fix work for you?
