Selected item in billing address dropdown gets stylized with "+"

What steps will reproduce the problem?
(1) Click "Add" in "Payment" section to add a card.
(2) Select a billing address from the dropdown.
(3) Open the billing address dropdown again.

What is the expected result?
Only "Add address" should be stylized.

What happens instead?
Both "Add address" and the first billing address are stylized.

Summary: Selected item in billing address dropdown gets stylized with "+" (was: First item in billing address dropdown gets stylized with "+")
Does not have to be the first item. If you select an item, it's going to get stylized.
