Remove document.cookie, domain and write from Feature Policy MVP

Issue description

Three features which were implemented as part of Feature Policy development should be removed (and eventually reinstated behind a separate flag):
  - cookie, controlling document.cookie
  - domain, controlling document.domain
  - docwrite, controlling document.write and document.writeln

 
These features will be reinstated, probably in what we're calling "V1" of feature policy.

When they're stabilised (not causing performance regressions) then they can be reimplemented behind an "FPV1" runtime flag.

[Feature Policy] Remove cookie, domain, and docwrite from Feature Policy MVP

These three features are not shipping as part of the MVP for Feature
Policy, and so should be removed for now. Eventually they can be
reinstanted (behind a flag) for experimentation and eventual shipping as
part of FP V1.
