Tab bar truncated in OSX full-screen mode after entering/exiting full-screen video playback.

Issue description

Chrome Version       : 56.0.2913.3 (Official Build) canary (64-bit)
URLs (if applicable) : https://www.youtube.com/watch?v=Rv9hn4IGofM
Other browsers tested: N/A
OS Version: Sierra 10.12.1 (16B2555)

What steps will reproduce the problem?
(1) Open a Chrome Canary window.
(2) Click the green button to full-screen it.
(3) Visit a video site (e.g., "youtube.com") and play a video.
  - Random video of iguanas: https://www.youtube.com/watch?v=Rv9hn4IGofM
(4) Click the full-screen player button. (Video enters full-screen)
(5) Hit Escape to exit full screen.

What is the expected result?
Browser window goes back into full-screen mode, showing tab bar.

What happens instead?
The tab bar is missing (https://screenshot.googleplex.com/70ScRTb6LaH.png). I have to use the Mac "Exit Full Screen" menu and re-enter full screen before it shows back up.

Please provide any additional information below. Attach a screenshot if
possible.

Do you have "View > Always Show Toolbar in Full Screen" checked?
